I will suggest you to confirm your allotted seat in the third counselling. If you do that, the seat allotted to you in the previous round will be cancelled automatically. For refund, you can visit the college for reporting and present an application mentioning the refund amount and details.

Then try with some other debit card although in such exams they accept alomost every card for payment but if you're facing any problem then I would suggest you to try with some other debit card else contact your bank.
