As per the latest notice released by TS PGECET  CITD, Balanagar  is not participating in its counselling for the year 2019

Admissions are done in citd Balanagar on the basis of the scores obtained in entrance exams of CUCET for M.E. or M.tech  and TS ICET for PGD

The rank is different for all the branches like in a college you have to take cs branch than there is a cut off range of sc branch different from electrical branch and you will get the desired branch only when you fill the criteria else you have to look

you have not mention which stream of engineering you have applied in tspgecet. as every year cutoff varies from college to college and stream to stream. do mention tose. then i surely help you.

No you have no chance to get the seat in all india quota counselling due to such low marks. All india counselling is conducted for the admissions in govt. medical and dental colleges in entire India and the marks requires are high as 550 or above generally. So you go

your rank is well but you are not eligible for the top goverment colleges. they require much higher rank. but surely  you can get admission in other deemed and private colleges like :
