It's not possible. You must have download Telegu medium neet question papers from some unofficial sources where they would have removed the English part.
This is because,
When one selects any language other than English as the medium for his or her NEET examination then he or she gets the neet question paper in both the language i.e selected by him or her and English.
So ,
if you select Telegu as the medium of your neet question paper then your question paper will be bilingual i. e it will be in both Telegu and English .

See NEET UG paper will be conducted in 13 languages including English and English is must so whatever the medium you opt for the paper you will always have option to appear for NEET UG either in the medium that you have selected (Telugu in your case) or in English language. When you start your NEET UG examination there it is asked just before starting the paper that whether you want to continue in English or in your selected regional language, so there you can opt for English if you want to give it in English and for last year year as well the process was same but you might have selected for Telugu last year therefore paper that you got was in Telugu language.

Yes, you can write MBBS exam in Telugu language from 2017 onwards. Previously, before 2016, students can only write in English and Hindi but after 2017, anyone who is applying for MBBS exam can write in Telugu, Tamil, Gujarati, Bengali, Marathi, English, Hindi and Assamese.
