Yes it's possible for any college. But your college have to seat in this department which you want to switch. Now you change this department before doing 1st semester dear. Otherwise problem is occure. Actually some engineering colleges are offered their students if they are switch tha department or not but its not for all colleges. So you can talk to your teacher and principal also and change your department.

According to your community rank there seems slightly less chances to get EEE branch at Madurai thiagarajar college of Engineering.As the rank you obtained does not comes under the closing rank required to get EEE when compared with previous year closing rank which was around 3738 .Therefore there are slightly less chances of yours to get EEE branch at Madurai thiagarajar college of engineering.

You asked for the comparison among the colleges named psg, tce & cit.
Now, look, according to me, psg is the best among them. Placement is extremely good. Mostly PSG students get placed in the avg package of 4 to 6 Lpa. PSG last 3 years maintaining placement percentage 85%+. Most of the reputed companies like Caterpillar, Bajaj, L&T, Pwc, Daimler, Asian Paints,Renault Nissan, Goldman Sachs etc. are visiting regularly to our campus.
The tentative number of lecturers in this college is 90 in the college. Their avg age is around 40 to 45. Their average qualification is M.E. but most of the staffs have completed PhDs. They are very good in explaining the engineering concepts to the students as they do a lot of work after the college hrs to prepare for the next day's class.
So, you may go for it.

I believe CSE Thiagarajar College of Engineering under the eminent Anna University is knots ahead of Private Institutes like VIT Chennai and SRM. You will have access to better Faculty and Research Facilties.

KIIT, Bhubaneshwar and TCE, Madurai are both well reputed colleges for Engineering. KIIT has a slight edge in terms of faculty, location and student life but TCE has slightly better placement options.
Also, the fees for KIIT's B.Tech. course are around 15 Lakhs compared to TCE's 2 Lakhs.
You also need to factor in location. Both colleges are great and you can choose whichever one is more convenient for you.
