So,
If you graduated from high school in 2020, you were eligible for JEE advanced 2020 and will be eligible for JEE advanced 2021.

The first cycle recruitment notification will be released in June/July tentatively every year and second cycle recruitment notification will be released in November/December tentatively every year. So eligible candidates can appear for any one cycle or both the cycles depending on their interest.

Yes of course you can make the payment once for all four times.
On December 16th 2020 the application process for JEE-Main 2021 February attempt has been started by National Testing Agency (NTA) which is the conducting authority for JEE-Main 2021. You can apply for JEE-Main from the official portal of JEE-Main which is given below :-

Note that this application process will continues till January 16th 2021 and last date for payment of application fee is January 17th 2021 after which neither application nor application fee will be accepted and then after the correction window will be opened for the applicants from January 19th to January 21st 2021. Admit cards will be available for download from second week of February 2021 and the examination will be conducted from February 23rd to February 26th 2021 in two shifts per day, for February attempt.
A candidate will also have option to apply for one Session or more than one Session (February/ March /April /May 2021) together and pay exam fee accordingly. In other words, if a candidate wishes to apply only for one Session, he / she has to pay Examination Fee only for that Session during the current application period and will have opportunity to apply again for the March/ April / May Sessions.

Some insights of JEE-Main 2021 :-
> To qualify for JEE Mains, there is no minimum aggregate percentage criteria but yes if you want to take admission into NITs, IIITs or CFTIs then you should score a minimum aggregate of 75% in your class 12th if you belongs to General/Unreserved category and 65% if you belongs to any of the reserved category.
> Also from this year according to New Education Policy the JEE-Main examination will be conducted in English, Hindi and other regional languages such as Bengali, Gujarati, Assamese, Kannada, Marathi, Punjabi, Tamil, Telugu, Urdu, Odia and Malayalam.
> In JEE-Main 2021 there will be total 90 question out of which you have to attempt only 75 (25 from each section) and there will be two sections for each subject, Section-A will be of Multiple-Choice Questions (MCQs)(20 compulsory questions) and Section-B will contain Questions whose answers are to be filled in as a numerical value (10 numerical based questions out of which only 5 are compulsory to be attempted).
> In Section B, candidates have to attempt any five questions out of 10. There will be no negative marking for Section B.
> All question will be of 4 marks and in MCQs there will be negative marking of (-1) on incorrect attempt.

As NTA has made changes in JEE Main number of attempts to 4, exam will be held in February, March, April and May. Students can attempt in any or all four JEE Main 2021 attempts.
It will be conducted from 23rd to 25th February 2021 for February session. There is no attempt limit in Jee Main examination.
Question paper will contain 90 questions, in which candidates will have to attempt 75 questions. Choices will be given in section B.

There are total four types of seat available and RGS and RGN are two of those. The fee structure is different for each type. For RGS, GATE/GPAT candidates are ELIGIBLE for AICTE scholarship and in RGN, GATE/GPAT candidates are NOT ELIGIBLE for AICTE scholarship. Both of the types are regular course type.
