Last year for BC category candidates and for state quota seats, the cutoff for most govt. medical colleges in Telangana was above 415 marks.
So, with 403 marks, you might not be able to get a seat there but cutoffs also vary each year so hope for the best.

As counseling process of NEET is over in uttrakhand for MBBS so,there is no seat left in any of the medical colleges in uttrakhand.i hope this information helps you.

The counseling fees which you paid is non refundable, you cannot get your money back. Better would be that you attend the counseling process now, you might get the desired college.
Well the chances to get a government medical college through AIQ seems a bit difficult but the state quota chances are pretty good. State quota have seats for state domiciled students and there you have more chances of getting a seat than AIQ allotment.

The probability is quite less but if the other person who applied for second round who is holding his seat can get a better college other than this present SNQ seat then there will be a vacancy then u can get that seat if u have good rank.
