This is the eligibility criteria for TNEA 2020-
  • Candidates must have secured at least 50% marks in 12th class in Physics, Chemistry and Mathematics.40% of marks are mandatory for candidates belonging to reserved Category.

TNEA Rank list is prepared on the basis of the marks from Physics, Chemistry and Mathematics subjects of Class 12th which are normalised to 200.

Yes, other state students are eligible to apply for TNEA . Other state candidates are eligible for admission to 50 seats that are offered by various departments of Anna University, Chennai, through TNEA .

Candidates belong to Tamil Nadu and have completed 10+2 in this state

Or

Candidates don't belong but have passed 10+2 from this state

In the fieLd for " Register Number ", you are supposed to fill up your HSC roll number of your respective board.  In CBSE, your roll number is printed on the top of your marksheet and is printed on almost every official documents of CBSE that belongs to you.

As far as I know for the state Board students cutoff marks are calculated as follows
Cut off= (math/2) + (phy/4)+(chem/4)
However for CBSE candidates
Cut off= (math) +(phy/2)+(chem/2)

But  there is normalization( for the cbse students) because it's difficult to score such high cut offs.  As in
