Hello Aspirant, you have to applied online to get admission in DU. There is a entrance exam for taking the admission in DU. You have not to filled multiple forms, just filled a single form. If your eligibility meets with the course then you can get the admission. There is no rule first cum first serve.

It is difficult to get admission for a popular course like B.com with this best of four percentage for a general category student. If you have applied for ECA/Sports, you do have a chance. Otherwise, you have less probability. However, do check the final cutoff list that is released. You may get through some average college of DU if you're lucky enough.
For now, I would suggest you take admission wherever you're getting. IP university and some good private colleges like Ashoka, Bennet, Shiv Nadar etc can be tried though their fees is quite high.

Please mention your Best of 3 score. One subject cannot determine the possibility of getting you into a College. The aggregate score of science subjects is taken into consideration for B.Sc. courses.
DU is officially releasing the Cut-offs, so be updated with that.

Both of the college's that you have mentioned being Girls College, Shyama Prasad Mukherjee College in comparison to Vivekananda College is better. Both of the colleges being off campus.
The faculty of SPMC is good. The location and infrastructure as compared to Vivekananda is better. It is not a popular College but a well reputed one.
As per the Ranking of courses in DU, SPMC stands out from Vivekananda College.
At the end of the day, decision is yours. Choose wisely and take everything into consideration before choosing a College.
The best 4 subjects for B.Sc. Computer Science in DU are-
So your best 4 will be calculated by taking up Maths, English, Physics and Chemistry. Physical education is not considered to be in List A so if you take Physical Education in your Best 4, you will end up facing a 2.5% deduction in the cut off.
If you take Phy Edu in your best 4, your % will be= 73+45+66+86/4= 67.5% (reduce 2.5% from this which will make it 65%)
