OBC (NCL) category certificate is issued by the authorities in your own district after verification of the income statement of past three years of your parents. Hence, you can see that income statement has already been verified.
So, you can just carry your OBC certificate while taking admission in Delhi University. But don't forget that the certificate once issued is valid only for one year.

Based on your best of four percentage, if you are from general category, you will not be able to get admission in any college in Delhi University for BSc Mathematics. However, you may get into certain colleges if you are from reserved category. To get a better idea of the same, go through the previous year cut-offs mentioned on the official site of DU.

Talking about selection through merit,i am sorry to say you have a hard luck getting through in Delhi colleges.
But if you'll sit for entrance your admission wikl depend upon your marks obtained.
there is a single website for all general admissions in delhi university . first you have to fill the admission form then wait for the cutoffs .each college has its own criteria and percentage recquirements .if you are able to fulfill all recquirements then you have to visit the college for admission after cutoffs
