Dear student. Delhi university and Jamia Milia Islamia both are Central universities. There is no comparison between the two universities. Both the universities are well known for psychology. So you don't worry for the staff. As far as exposer in concerned both the universities have good placement options. You can choose according to your preferences.
Admission criteria for ug course in Both the universities are different JIM conduct entrance test whereas admission in DU is on merit basis.

The University of Delhi provides a wide range of courses and with the upgradation of courses B.P.Ed has also been introduced in its wide arena of courses.
The application and admission in this course undergoes a series of procedures:
1. The Candidate has to first file a registration for the course on the official University website.
2. After the registration procedure, the candidate has to undergo a set of entrance exams to successfully secure an admission in the course.
3. The entrance exam is basically divided into written test(60 Marks), Sports proficiency test (10 marks), Physical Fitness test (5 Marks), Playing Ability Test (15 Marks), Interview (10 Marks) and a Medical Examination for clearing & securing a seat. Total marks for the entrance exam is 100.
The approximate fees structure ranges between 7500- 8800.

Yes, Any student from any state board is eligible for admission in Delhi university as long as his 12th percentage meets up the cut-off percentage of the course in which they seek admission. Different courses(and colleges) have different cut-offs. Also, Candidates from the state board will even be benefitted, especially those who have the higher practical component for some subjects.
Anybody who has passed Higher senior secondary exam is eligible for admission in Delhi University irrespective of their board.
