Yes, there is a provision for foreign nationals to apply in du. There is a 5% quota for foreign nationals. In the below link, detailed information is given regarding the eligibility.

The cutoff of Delhi University depends upon the college which affiliated to Delhi University .I am mentioning some Delhi University affiliated college and there cutoff for Computer science According to 12th Merit

1) Acharya Narendra Dev college  is 90.50%
