According to the Guidelines issued by the University of Delhi last year, you will be required to apply through a separate admission portal available for foreign students:

The deadline for applying is usually in the month of March for MPhil/Ph.D. courses. You will not be required to appear in the entrance test and interview for admission to M.Phil./ Ph.D. Programmes. You will be selected on the basis of your research proposal, subject to fulfilling the minimum eligibility criteria. The percentile is very less and it would be difficult to get a seat or qualify so i would suggest you to give a try in april session study well and try to get more marks and high percentile which would be an advantage to get a seat in good college.

for PG in Du, you need to register a account in the offical site of DU.

• fill up you details and sign up.
  
• log on to the PG admission portal using “registered email-id” and created “password” to fill the online registration form.
  
• now complete application by filling in the correct details and documents.
  
• choose the examination city.
  
• make payment.
  
• you need atleast 50% agregate marks in your graduation.
  

Also 50%of the entries are through merit.

Dear Nischay, NIOS is a recognised Institution. It is an autonomous  Institute under Ministry of HRD, the Govt. of India. So a certificate from NIOS is given as equal importance as a Regular educational Institution. Delhi University considers education in  NIOS eligible like other Institutes for admission. Just to answer your question with certificates from NIOS, you are eligible to apply for required course in Delhi University.
