I have state rank around 9400 and home university(Mumbai) rank around 2800. which college can I get for CSE/IT in Mumbai ?

CSE/IT both are great branch and both have some good similarity. If you want to go in detail work then your option is CSE and It has good demand in the market

Hello Archit, you have a pretty decent rank and this rank is pretty much enough for most of the college you will be applying in. Now is take EXTC in account with 11k rank you are not eligible for all the braches ofcourse but many like electronics and telecom engineering

The dates for start of classes or session is usually not mentioned in the websites etc. So I would advise you to ask the college itself for clear information. If possible visit the college or write an email. Most college website just have dates for entrance exams and
