In respect of Non-Local candidates in order to consider them for allotment under TSEAMCET reserved seats the following certificates needs to be submitted.
Residence Certificate: Candidates who has resided in the State for a total p eriod of 10 years excluding periods of study outside the State; or either of whose parents have resided in the State for a total period of 10 years e xcluding periods of employment outside the State.

Employer Certificate : Candidates who are children of parents who are in t he employment of this State or Central Government, Public Sector Corporations, Local bodies , Universities or Institutions within the State at the time of applying for TSEAMCET

To get free seat through TS EAMCET your rank must be within 10,000. Candidates securing rank below 10,000 and getting admission under convener quota are eligible to get free seat irrespective of their category. Your rank is above 10,000 so you cannot get free seat with such rank even if your father is a government employ. Free seat is given based on the merit rank.
