see ews criteria is newly introduced and in most of the states it is issued by state government only. so there is less chances for cancelling of your application. however it will be better if you leave an email to concerned exam authority relating your discussion of ews certificate issuing authority

1) To have a valid recognised post graduation, as the institutes are autonomous, the PGDM course should be AICTE approved. But secifically to make PGDM equalivalent to MBA the course should be AIU approved. You can only pursue PHD only if your PGDM is AIU approved.
2) Yes, you're eligible to appear for UGC NET or SET. They accept PGDM.

The EWS category was introduced from the Dec UGC-NET exam. Since, it was the first time that this category was introduced, there details from each university has not been released yet.
However, if you have qualified the exam with a JRF, you will be allotted stipend ever month, for pursuing PhD, as per the UGC-NET rules.
