see west bengal set and ugc set exam is conducts by two different authority. so it is totally depends on then what will be their criteria for eligibility condition.

we just need to follow the official notification according before applying to any exam.

see b.tech student are not eligible to give ugc net exam. and for mtech admission ugc net score is not evaluated. but if you passed mtech or m.e or masters course  in civil engineering you may apply for ugc net exam. engineering  students may apply for these subjects Chemical

Yes you can give UGC NET exam after M.Tech. The eligibility criteria to be appear for NET is to have master's degree. But in case of M.Tech holder, you do not need to qualify NET exam to teach in engineering colleges. However, qualifying NET Exam might be a good addition
