Hello,
First of all see your background. If you are from Arts stream than go for B.A courses and if you are from Science stream than select B.sc courses.
Eligibility in Foreign Language is 45% aggregate from 12th std. For B.Sc Chemistry in DU you will need 50% or more marks in English, and an aggregate of 60% or more marks in Physics, Chemistry, and Mathematics.
Both are different courses and both have their own scope and job opportunities. Foreign languages may give you high exposure towards working as a teacher or lecturer in abroad. You can purse higher studies and get better job opportunities.
