Hi,
Yes, you can but not on the merit basis. DU also conduct entrance test for some courses, you can apply for that if you cleared the exam(entrance) then chances will be high.
There is good chance that you can but there are several factors that will affect this one of them is -
- If you have any sports participating background (it will be a lot easier)
- Either you have to crack down entrance test of DU( CUCET). Well from this year the admission in DU will be taken on the basis of CUCET entrance examination, not on the basis of class 12th marks.

Also, it depends upon various factors -
- Your category ( general, obc, sc, st etc,)
- in which course you want to take admission
- do you have sports certificate
- which campus you want NORTH or South
