To avail the Delhi state quota you must have completed your class 12th within the territorial area of Delhi. Since Ghaziabad lies in Uttar Pradesh, you cannot avail the home state quota for Delhi and hence will not be able to apply for the 85 percent state quota

The university of Delhi new Delhi does not conduct entrance examinations for any of its bachelor's courses offered by any of its Colleges . The university of Delhi only conducts entrances for admissions to its bachelor's in management studies, bachelor's in business economics and bfia courses respectively .
