No if you don't have had mathematics in class 12th boards then you are not eligible for admissions to the Bachelor's in commerce honours course offered by the university of Delhi, New Delhi. You can not apply for admissions as you are not fulfilling the basic eligibility criteria.

No, you can't include fine art in the four subject on the basis of which you will get a seat in du in b.com course.

The four subjects which delhi university will consider for your admission includes:

Colleges like Hansraj, Hindu, St. Stephens, Sri Ram College of Commerce are tough at your percentage, even though your marks are quite good.
