Well as far as I know then the teaching can be an amalgamation of both English and hindi language usage but as far as the books and other materials are concerned, they are in English for the students to study from. Same is there in most of the colleges.

It means 85% seats have to filled with local students who have resedential certificate of that state.That's why cuttoff under state quota remains lower..And rest 15% seats filled with other state students..

Yes, of Course!  You can apply for Postgraduate courses in Delhi University even if you haven't done your undergraduate from DU. The minimum eligibility criteria is that, you must have passed your UG degrer in relevant field from Any recognised university with minimum 50% marks in aggregate.
