Since it is non listed subject there will be a deduction of 2.5% on your best 4 percentage for including physical education as your best 4 subject. Also,if you're changing your stream from  science to arts there will be again a deduction of 5% maximum  (depending from college

Yes, you can ignore your class 12 boards english marks while calculating the best 4 for DU only if you have Hindi. Otherwise English is a compulsory subject and it's marks will be taken into account . The subjects included in the Best of four calculations must have minimum 70%

As far as the counselling process is concerned, if you apply for both All India Quota and Deemed University Quota then in that case you will be alloted college under both category because counselling for both the categories take place individually.

Dear Rahul,

If you do not belong to delhi or dont hold the domicile for the state of delhi then you will be considered under all india quota and for the respective colleges, you will have to select the All india quota even if these colleges are your first priority.
