It is actually very difficult for you to get into the St.Stephens with the score of 94.75 as you are from Unreserved category. The cut offs for the institute is very high as that of around 97 or 98 every year. And only a score is not enough

Yes, a character certificate from a gazetted officer will suffice. Please note that DU does not accept character certificate from all the gazetted officer so you will have to ensure that character certificate is signed and issued by the one which is valid.
