The hostel fees in du various from college to college but on an average it ranges in between 10 to 20 thousand annually.
And the hostel fees in ipu is approximately around 40-50 thousand annually.

Apparently University of delhi does not provide BCA course. So there's no way to get into du if you're willing to pursue BCA. But it provides a similar course to BCA as Bsc in Computer Science which is equivalent and infact a better course than BCA. But if
