If you want to get an admission in Delhi University through ECA Quota, you must be prepared for them by the last week of June. This is the tentative date, the final dates would be declared on Delhi University's website.

Yes that is acceptable, i myself was a transfer student from another local college and my certificate was accepted so you will not face any problems. Your transfer certificate of another local college will be accepted by delhi University without any issues.
