Yes you can visit any of the 31 NITs, 23 IIITs and all of the listed GFTIs for counselling procedure of JOSAA 2019.You only have to report to your final institute when you are going for final admission after the completion of all the seven rounds of counselling.

It's really hard to get seat in University of Hyderabad because the cutoff for sc category and there is a huge competition for Cse branch so very few chances to get seat .
There is a chance to get seat in other branches try your luck

The I.M. Tech program in University of Hyderabad, is a great program, which offers mainly the content based on the required subjects only, there won't me much unnecessary subjects included in the course structure. As far as the faculty is concerned in the computer science department, they are great, perhaps you will be more than involved in the classes. UOH offers two postgraduate courses in computer science. This answer holds good for MTech program. This is reality, do not expect a fancy tag like IITIAN, do not expect big paychecks but you can expect a lively university environment, Good teachers , exposure to great research and a decent job offer in product company.
With lot of elective courses, you can make your life easy with easy courses or you can make it hell with difficult courses, It is up to you. Some teachers are ready to offer guidance, if you show enough interest in their subject, while others teach only textbook stuff. You have to take courses for first two semesters and last two semesters involve only project work or internship.
My final words of wisdom are, it is up to you to make of what department offers you. Attend the lab courses regularly, do your programming assignments honestly, take positive advice from seniors, maintain good relations with your project guide, take the project work seriously or do internship. Take these two years seriously you would definitely see a change in your knowledge in computer science.
If you would like to do research in AI, Image processing, Cognitive sciences ( pattern matching, text processing) there is no place better than this university in India. If all you want is a big fat paycheck job this is not the best place for you.
P.S. Also Enjoy one of great cities in India, Hyderabad. It has lot to offer, if you are ready to discover it.

As your query is you want to pursue your M.Tech degree and you are confused in between University of Hyderabad and you want to know that whether it is better than B.Tech degree in IIIT Bhubaneswar then let me tell you both the degrees B.Tech and M.Tech have their own importance and both of them have different scenario because yes BT is compulsory but M.Tech is as per your choice and yes the study of M.Tech is non comparable to the study of B.Tech so if you want to apply yes you can apply in Hyderabad and talking about the review of University of Hyderabad yes you can apply there because there is very great job opportunity and placement facilities because it is situated in Hyderabad and of course it is IT hub so you can apply therefore pursuing your M.Tech degree .
