I would suggest you BHU,Some of their student do their PhD in their respective subjects after the MSc.
Admission is through counseling based on the rank obtained in Banaras Hindu University Postgraduate Entrance Test (BHU-PET) conducted by the university.

No, you can't change the college after 3rd semester.
Every college has a lateral entry which allows students to change the college after 2,4, semesters.
.
But, you can change the college if your college cooperate or the other college comes under a same recognition or affiliation.
.
Mostly colleges doesn't allow to change in middle of academic year. So, if possible Change the college Once you complete this academic year.

If not, visit your college registration office and let them know about your college change, they will help you out with other details
