But sorry to say that You can not get a seat under Mumbai University's government Colleges as you got 40,000 rank.It is not a good rank and you are an Open category student.

1) You need to clear 10+2.
2) if you had music as a subject in your school then awsome but if not then you have to go through exam required by the university.

Yes, you can apply in Mumbai University as the university requires minimum eligibility for admission in b.sc. Biotechnology course is 45% in 12th examinations.
Admission is based on Merit list and Entrance Exam.

Keep a check on the websites of the respective universities that you have applied for.  Once results are announced shortlisted candidates are called and their only you will be asked to pay admission fee.

Fees is strictly as prescribed by the University. Further fees be charged from reserved category student as per the circular.
No college will hold separate Common Entrance Test (CET) for admission to any course of the university unless it is an autonomous college.
