UPES is the University and it conducts UPESEAT which is the entrance exam for B.Tech courses. Check details here https://engineering.careers360.com/articles/upeseat
There is no special quota in UPES for Uttarakhand students as far as my knowledge goes. The cutoff ranks for UPESEAT are not announced by the university. However the university exam is pretty moderate as per reports so if you get a good rank, you should get CS.

You can take admission in UPES college by UPESEAT, Board merit and JEE Main Merit.

Minimum 60% marks at Higher & Senior Secondary level (10th & 12th) and Minimum 60% aggregate in Physics, Chemistry & Mathematics at Senior Secondary level (12th)
