As your rank is 38000 in up polytechnic and this is very low rank to get a seat in up polytechnic college so if you want to go for private colleges then go for it if you want government college then you have to prepare for the next year up polytechnic exam and you score a very good rank near about 10,000 to 15,000 then you get a government college

When you change your category, from a category for which application fee is less to a category for which application fee is more . Then you have to pay the extra amount equal to the difference in the amount of application fee for the two categories.
While changing the category from obc to general.

BHU is one of the most prestigious college to read in BAMS course. So it's cut off goes very high.
Last year cut off for Gen category in BHU, BAMS was 598 marks & AIR 20615. In 2019 it was 563 marks and Air 18957.
So you will have to come under 20k rank to have chance in this college.
At your marks ranks will be higher than this. So you will have no chance BHU, BAMS.
In uttar pradesh you have rare chances of getting govt BDS college at this marks.
Although you have pretty well chances of getting other govt BAMS college through state quota counselling.

This is a really good question and to be very frank, its you who will be the best judge. Let me however, share some insights that might help you to make this decision.
Firstly, it is okay not to have a very good grip over the +2 subjects provided you are very clear what you want to do in life.
For Example: If you see yourself as a software developer, will your knowledge in PCM be really that helpful? No, right? You need to develop your coding skills and logic and you're good to go.
Also, most companies nowadays really aren't bothered to which college you belong from till you are skillful.
Again, if you are aiming for Core Industries, then college status do matter somewhat as lower tier colleges often do not have the infrastructure resulting in not many Core companies visiting the campus.
Also, if you're someone who doesn't really have a clear goal as to what you want to do in future, then enrolling to a better tier college do play a significant role.
All these being said, its now entirely up to you what you would like to do.
