You have a good rank and can get CSE in government colleges like:

As for aliah University you can get ECE ans M.E but Getting CSE in aliah university is tough.

Being from West Bengal Domicile Category as well as General, I dont thik with a Rank of 5715, you'll have fair chances in securing IT, ECE or CSE in any of the Good State Government Institutions with extremely bleak chances in KGEC Kalyani and moderate chances in lower branches at JU,KGEC, Government College of Ceramic Technology, Etc. I would rather advice you to target some of the Good Private Engineering Colleges in WB accepting WBJEE Scorecard like IEM Kolkata, Haldia Institute of Technology, Techno India and Heritage, which definitely have good infrastructure as well as Placements as of now.

Let me make few things clear about AIQ : The AIQ scheme was launched in 1986 to provide for domicile-free, merit-based opportunities to students from any state to get admission in a good medical college in any other state. The scheme was introduced under the directions of the Supreme Court. In this, a number of seats are reserved in state medical colleges for students domiciled in their respective states. The remaining seats which are 15 per cent in UG courses and 50 per cent in PG are surrendered by the states to the All India Quota.
So basically it was formed so that you can take admission in other state without any hassle and worries since you are a domicile of Uttar Pradesh
You just need to get your domicile refreshed and you can avail advantage of state quota because the Aiq benefit that you availed was for Neet UG so you can have an advantage of up domicile and can freely apply it for Neet pg.

for example in west bengal, jenpaugh is the b.sc nursing entrance test and students who aspire to admission in any government or private college need to participate in the jenpaugh exam.
Now you have to check the colleges official website to know about admission process, if you have any particular college in mind you may ask in comment section.
see cutoff score varies every year and it depends on certain factors like number of applicant, questions difficulty level, seat matrix etc.
however it is expected that the overall closing rank for computer science departments including all specialized course would go around 10000. however in KTR campus total intake for cse is 1140, so it now depends on the leftover seats after 2nd phase counselling. however it seems tough chances for cse. but you have decent scope for other specialization like software engineering, block chain technology, cyber security etc.

In spite of being from OBC NCL Category as well as Female Quota, I dont believe you have chances in securing a seat in some of the NITs, IIITs or GFTIs with a Percentile of 85 in JEE Main. However, I believe you have fair chances in securing a seat in some of the State Engineering Colleges accepting JEE Scorecard or Private Engineering Colleges accepting JEE Main Scorecard.

Yes, you are eligible for both UP and Delhi state quota.
DELHI
In order to be eligible for the Delhi state quota seats, you need to have passed your class 12 from any school located in Delhi- NCR, affiliated to boards :-CBSE, ICSE or JMI.
As you have passed your 12 th from Delhi so you are eligible for Delhi state quota
You need to fulfil any one of the following in order to be domicile of UP and thus be eligible for UP state quota :-
You must be native of UP and your father should be a Resident of the state of UP.
So , as you are permanent resident of UP, you are eligible for UP state quota
Your parent/s should have lived UP for at least 3 years.
Your parent/s should be working with the Government of India.
If you have passed your 10th and 12th from the state of UP, then you don't need to furnish domicile certificate and you will be eligible for UP state quota
If you have have passed either your 10th or 12th from UP, then you need to furnish UP residence proof of your parent/s in order to be eligible for UP state quota

Dear candidate, your rank at this percentile will be around 60K-70K AIR. Last year CSE cutoff for OBC category was around 29493 and for IT it was 37360. At this percentile, you may get following branches at HBTU:
Biochemical Engineering
Food Technology
Leather Technology
Oil Technology
Paint Technology
Plastic Engineering If your rank will be in 60K-65K, then you may also get Civil or Chemical Engineering.
