this is because qualifying examination code for NEET 2021 for droppers will be 02. For instance, a candidate has passed the qualifying examination from CBSE/ISCE or any state board in the year 2018, but wish to appear for NEET 2021, he/she can apply for the exam with Code 2.

Don't loose hope . You have got a really decent score. It's not that everybody needs to be a topper or high scorer. You still have a lots and lots of opportunities left to be successful. A mere class 12th marks doesn't need to decide up your future. Since you have not mentioned what was your subject combination in Science stream(PCB/PCM/PCBM) , you can give exams like ComedK to get admission into top engineering colleges(Comedk has eligibility criteria of 45% in 10+2), NATA only needs 50% of 10+2 marks.

I want to inform you that if you have the certificate issued from the central government or any equivalent authority then you can apply it for the NEET examination.

You can use your domicile for your state quota it will be applicable only in your state.

Be sure about the date of issue of all the certificates, as all the examination conducting authority provides a particular date for the certificates

Hope you are doing great as per the question asked by you no you can't apply for domicile in delhi along with U.P quota because you can have only one domicile quota as you have mentioned that you have quota from U.P then you can have domicile quota of U.P. You generally have state quota when you have a permanent address at that state or have completed 10th or 12th from that state.
