As you have mentioned you have made a domicile certificate for neet UG 2021 and it has been verified on the e-district UP website but as per the guidelines you need to follow that.
Domicile certificate will always be accepted if it a recent one. And yours as you have mentioned that you have made your domicile certificate in 2016 so I would recommend you to make a recent domicile certificate to be on a safer side.

No the UP NTSE stage 1 results are not yet declared. Exam Regulatory Authority, Uttar Pradesh will release the NTSE result 2021 UP stage 1 in July 2021. It is made available on the official website, examregulatoryauthorityup.in. The NTSE UP result 2021 includes the details such as candidates name, roll number, marks obtained in the MAT and SAT exam which was held on December 13, 2021. It is expected that the officials will soon release the results in the official website. Keep an eye on the official website for the latest information.

Yes you are eligible for UP state quota and can avail OBC reservation as well.
This is because,
To be eligible for UP state quota it is not mandatory to have studied 10 or 12 from UP.
You need to fulfil any one of the following in order to be domicile of UP and thus be eligible for UP state quota :-
You must be native of UP and your father should be a Resident of the state of UP.
Your parent/s should have lived UP for at least 3 years.
So, as you are native/ domicile domicile of u.p. and have domicile certificate as well so you are eligible for UP state quota
Your parent/s should be working with the Government of India.
If you have passed your 10th and 12th from the state of UP, then you don't need to furnish domicile certificate and you will be eligible for UP state quota
If you have have passed either your 10th or 12th from UP, then you need to furnish UP residence proof of your parent/s in order to be eligible for UP state quota
So, if you satisy anyone of the above points then you will be eligible for UP state quota

With a rank of 6343, you definitely have a high chance of getting ECE in Techno (Main Campus). You might also get ECE in Heritage if you're lucky however historic data suggests cutoff for ECE in Heritage to be approximately 5800. Talking about IEM, it is extremely difficult to get into with ECE.
Your first question wasn't very clear, but assuming you want CSE in any college, then yes there are many other colleges where you will get CSE with this rank.

I assume you are asking for wbjee rank wise college possibility. see cutoff score changes every year and depends on certain factors like number of applicants, questions difficulty level, seat matrix, students category etc.

Private colleges counselling in NEET is conducted by state quota counselling authority only. So you will have to participate in up counselling process to get a private colleges in uttar pradesh.
In AIQ counseling only deemed university college participate so you can only opt santhosh medical College which is only deemed colleges form Uttar Pradesh in AIQ counseling. So if you want admission in that college you can opt for that.
Otherwise for private colleges of Uttar Pradesh you will have to attend up state counselling for neet.

The Neet application form fee for different categories is given below:-
-----) General :- 1500/-
-----)General-EWS/ OBC-NCL :- 1400
-----)SC/ST/PwBD/Third Gender :- 800
-----) Foreign candidate :- 7500
When you change your category, from a category for which application fee is less to a category for which application fee is more . Then you have to pay the extra amount equal to the difference in the amount of application fee for the two categories.
For example,
While changing the category from obc to general.
Extra amount to be paid
=Application fee for general - Application fee for obc
= 1500 - 1400 = 100.
But,
If you change your category, from a category for which application is more to a category for which application fee is less. Then you don't get the extra money you have paid as refund.
So, even if you change your category from OBC to St you will not get your 1400- 800 = 600 as refund.
Anyway,
Your Neet correction window will open on 8th August and the last date to use it is 12th August.
Here's how you can use correction window:-
*Visit neet.nta.nic.in (http://neet.nta.nic.in/)
* login using your application number and password
* you will see an option by “ click here for corrections in the neet application form”, click on it
*now you can edit / correct your details.
*After making correction, future references , take a printout of your correction slip .

See whether you apply using caste certificate of your state or of central level you will be able to take part in AIQ counselling as well as state quota counselling.
Now if you take part in state quota counselling then you can opt for more than one state to attend the state quota counselling of different states but there are some conditions which you should check before registering for counselling of that state. In state quota counselling two type of seats are allotted, government quota and management quota, for most of the states government quota seats are reserved for the candidates having domicile of their own state, other state candidates cannot participate in counselling for those seats but yes other state students can go for management quota seats.
Also for management quota seats fee is quite high as compared to that of government quota seats.

In the application of NEET there is no need of 11th class marks. They take your 12th marks and 10th marks only. Yes you can give the biology marks but they may consider because in the eligibility criteria it is clearly mentioned that a student must PCB as the 12th class subject. So they may consider.
