however at this score it seems difficult to secure government institute, or tier 1 private institute.

As you mentioned that you have taken admission in medical science delhi . So now you want to withdraw your seat as you have got another college, I would say that you need to contact the college for this if they would refund the amount. As per my view they will refund after deducting a certain amount.

As per the latest notification the last counseling is conducted for admission under Management quota through Ayush Counseling. So Mop up round notification or information is not available right now.

See as you have a central caste certificate you will be given the benefit of reservation in every college that allows reservation.
Now coming to the second part of the question. Yes you can take admission in the state College of Maharashtra but with a condition. As you don't have the domicile of Maharashtra so you will be considered eligible for only those states of state College that falls under All India Quota. If you meet the cut off you will definitely get admission into that college for a particular seat.

No my friend.Caste certificate is issued from the state where you actually belong . In your case as I if you are belong to up(utrar pradeh ) so you can use your up OBC for any government seat of uttar Pradesh and central government as well.
