see cutoff score fluctuate every year and it depends on certain factors like number of applicants, questions difficulty level, seat matrix, students category and so on. admission to up b.tech colleges is based on jee main score.  based on Careers360  jee main rank predictor your probable rank would be 163680 - 184000 , however final rank would be provided by NTA once the all sessions exams are over.

however at this score it seems difficult to secure government institute, or tier 1  private institute.

so in case you are appearing in coming exams of jee main try to bring 90+ percentile.

So now you want to withdraw your seat as you have got another college, I would say that you need to contact the college for this if they would refund the amount. As per my view they will refund after deducting a certain amount.

The counseling for AYUSH is conducted in two main rounds for 15% AIQ seats. After that mop-up round is conducted only for Deemed/Central Universities and National Institutes.  The eligibility criteria for the mop-up round is:

• Candidates who have been allotted seat in Round 1 & 2 and did not join the allotted seat
• Candidates who have admitted in Round 1 and availed of free exit option
• Candidates who have been upgraded their Round 1 seat in Round-2 and did not joined the upgraded seat are also eligible for the mop-up round.

So, yes you will be eligible to apply for the mop-up round.

As per the latest notification the last counseling is conducted for admission under Management quota through Ayush Counseling. So Mop up round notification or information is not available right now.

See as you have a central caste certificate you will be given the benefit of reservation in every college that allows reservation.

Now coming to the second part of the question. Yes you can take admission in the state College of Maharashtra but with a condition. As you don't have the domicile of Maharashtra so you will be considered eligible for only those states of state College that falls under All India Quota. If you meet the cut off you will definitely get admission into that college for a particular seat.

No my friend.Caste certificate is issued from the state where you actually belong . In your case as I if you are belong to up(utrar pradeh )  so you can use your up OBC for any government seat of uttar Pradesh  and central government as well.
