Yes ,candidates who have not registered for NEET UG Counselling 2020 before can participate in the Mop-Up Round.So even if you have not participated in round 1 and round 2, you can participate in mop up round. You should check out the seat matrix to know the availability

You have confirmed your admission that's why they are not showing your name anymore. If you have reserved your seat then you could have participate in 2nd round.

yes of course you can  appear in next year neet ug exam which is the only gate way entrance test to take admission in health science related course in India. if you dont accept the seat or not take admission in any of the college you can not take
