yes of course you can  appear in next year neet ug exam which is the only gate way entrance test to take admission in health science related course in India. if you dont accept the seat or not take admission in any of the college you can not take

If you were not allotted a seat in the mop-up round , then you will get your security deposit back to the same account from which the payment was made but it may take time.However, your money won't be lost.If you want to try for stray vacancy round,

Generally, the state from your qualify your higher education (10+2 class) is considered as your state quota for admission in further programs. But it might vary depending on the counselling authorities, so kindly mention the name of exam or name of counselling authority for which you want to apply.
