Last year the cut off for government medical colleges for SC category under 85% State Quota in Uttar Pradesh was an overall rank of 113688. The college was Autonomous Medical College, Bahraich. So based on this, you have slight chances of getting a government medical college in Uttar Pradesh

It shouldn't be causing any issues as such. Considering you are re appearing for standard 12th you must not be participating in any counselling procedures as of now . You'll be appearing for counselling next year so when you upload the documents use your 2021 12th result card

The cutoff marks change every year. It's depends upon number of students that appeared in examination, number of seats available in colleges, difficulties of question paper, reservation catagory, previous years cutoff trends, etc.
