I would suggest you to go for GFTIs rather than going for NITs /IIITs. GFTIs such as Gurughasidas bilaspur, Kongri Vishwavidyalaya, BIT Mesra, Assam University will be a good choice.
However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and choices filled by the candidates.

With your above mentioned OBC category rank in JEE mains, and according to the previous year JEE mains cutoff, you have very difficult chances of getting any good NITs. Although you can go for the Spot and the Special Rounds of JOSAA or CSAB Counselling, you have chances of getting very low-ranked NIT's, like NIT Mizoram, NIT meghalaya, NIT Nagaland, NIT Sikkim, etc. even with the Home State Quota. So, There is a very less chances of getting any good Colleges under the counselling.
So, I would recommend you to go for state Level engineering colleges and some good private colleges as these colleges are much better than some of the low-ranked NIT's in India.

See, in order to apply for State Quota Counselling, one should have Domicile Certificate . There are some rules which are to be followed to get Domicile Certificate which varies from State to State. But, in general there are some common rules which a Candidate must have to fulfill to get his Domicile Certificate :-
If I am not wrong, it looks like your present address is Gujrat and only for Study purpose you went to Rajasthan. There, you have completed your 12th.
So, as your both 10th and 12th Boards are done from different States (Gujrat and Rajasthan respectively), you're unfortunately ineligible for any of the State Quota Counselling . As that requires Domicile Certificate which can't be issued to you.

There are very less chances or may be no chances of getting EE branch in MMMUT with your secured rank. The previous year cutoffs for this college is closed around 35k crl rank, that's why your are chances are very low. You have very minimal chances of getting a seat in branch other than EE in this college.

With the above mentioned rank in JEE mains (EWS category and CRL), you have very less chances of getting some good government colleges - NIT's or IIIT's, even with the home state quota in UP. This is because the required EWS category rank for getting Good Government colleges must be within 3k-5k and the CRL must have to be within 25K.
But do not worry as you have good chances of getting some State level engineering colleges in lower branches - Non-technical branches like Biotechnology, ceramic, textile, mettalurgical, etc. Furthermore, you also have good chances of getting admission seat in many of the private engineering colleges on the basis of your JEE mains score.
