Since you have not mentioned the name of state so it is little bit difficult for us to guide you with an accurate information but in general, with most of the state counselling authorities, if you don't accept the allotted seat then you would not be allowed to sit for mop-up round and if you accept the seat then you can apply for upgradation of seat.
So I would recommend you to join the seat and then you can apply for upgradation of seat in mop-up round and if you get an upgraded seat then the seat allotted to you in earlier round would be automatically cancelled and allotted to another candidate but in case if you do not get an upgraded seat then you can retain back the earlier allotted seat.
But before going through any of the above process first of all check out the norms of the respective state counselling authority.

With reference to yoru above mentioned query, I would like to tell you that The choice filling for the NEET counselling 2021 mop-up round will be available from March 11 onwards . Candidates must register and submit their choice of course and colleges by March 14, 2022.
Mopup rounds counselling are only done if there are still any vacant seats that are available to candidates.

Yes you can take part in NEET UG 2021 counselling mop-up round if you have not taken part in any of the earlier rounds. What you have to do is you have to register as a fresh candidate for mop-up round and note that if you do not get any seat allotted even after this mop-up round then your security money would be refunded.

As far as your marks is concerned in jee mains as per my prediction your percentile would be around 92-93 . So, you need to apply for the counselling for kite ghaziabad and you will get your ranking in the merit list.
The cut off for the cse branch does not goes above 4.1k approximately as per the previous years. Although various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
