With reference to your above mentioned query, i would like to tell you that the NEET 2021 cutoff passing marks for general category is 720-138, while for SC/ST/OBC it is 137-108 . NEET 2021 cutoff percentile for general category is 50th and for SC/ST/OBC it is 40th.
the NEET 2021 cutoff varies every year and is different for different category students. The NEET cutoff depends on several factors like : Difficulty level of the paper, previous year cutoff trends, number of aspirants appearing etc.

**Central Government issued Caste Certificate is different from State Government issued Caste Certificate, it is because there are different Caste Categories in different States. Only Castes which are listed in Central are only given Caste Certificate through it is in State list and it is not in Central list then you cannot get Central issued Caste Certificate.
**For National level exams or Central level jobs, etc Central issued Caste Certificate is must. You cannot upload State issued Caste Certificate in place of Central issued Caste Certificate. For most of the State level entrance exams, State Government jobs, etc Central issued Caste Certificate is valid in most of the States.
**As you are talking about IIT JAM, it is a National level entrance exam which requires Central issued Caste Certificate. You are not supposed to submit State issued Caste Certificate.
**Also the Caste Category must be Central issued and it must be for the year 2022 to 2023 which is issued as per the guidelines of IIT Jam.

there is common doubt to all students that eligibility of up scholarship for a fee wavier student in AKTU college.
So the answer is that if you are a fee wavier then you have a full or partial release from the requirement of payment of a fee and from any provision in lieu of fee payment . so in the case you have not eligible for up scholarship because your Tuition fees are already waved and scholarship are available for non fee wavier student .

Having completed 12th from Delhi, you are eligible for Delhi state quota in jac Delhi counselling.
But you won't be able to get obc ncl reservation.
This is because,
Jac Delhi is a state counselling and to avail obc ncl reservation you need obc ncl certificate issued from Delhi, your obc certificate from UP or all india obc certificate will be of no use in Delhi state counselling i. e JAC counselling, it doesn't matter even if reservation for your caste is there in Delhi, to avail it you must have category certificate fom delhi itself.
