It's quite difficult to predict because cut off depends upon various factors like

Your chances for government mbbs college seems to be a little low.
For example,
in neet 2020, 610 marks for general category was the cut off marks to get a seat in Govt. Medical College under UP state quota and it was for Autonomous State Medical College and Associated Teaching Hospital, Bahraich

So, to be on the safer side you should get at least around 615 - 625 marks in neet 2023 for government mbbs college.
Also,
Your profile suggests thats you are from Maharashtra, so in case yoyr domicile state is not UP then you will have to get admission in UP through 15% all india counselling for which cut off goes high. In this case, ypu must target at least around 650 marks to be on the safer side.

As you have mentioned that you have secured 96 percentile in jee mains and considering you want to go for mmut gorakhpur so let me tell you that you can easily get a seat in this college.
Although various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
Usually as per previous year cut offs the cse doesn't go beyond 1k and same with case mechanical branch. The lowest cut off is seen is chemical and goes upto 3k.

With reference to your above mentioned query, I would like to tell you that the NEET 2022 cutoff has not been announced yet, and is yet to commence. Futrthermore, it's quite difficult to predict the precise lowest cutoff for government colleges in NEET in Uttar Pradesh. This is because the NEET cutoff varies every year and is different for different category students and varies from colleges to colleges.
Further, the NEET Cutoff depends on various factor like : difficulty level of the paper, umber of aspirants appearing the exam, previous year trends, etc.
As per the this year (2021)result of NEET UG , General category aspirants need minimum 138 marks (50 percentile) . On the other hand General-PH(122 Marks 45 percentile) and SC/OBC/ST requires 108 marks (40 percentile). Click here to download NEET UG Score card 2021.

You can appear for JEE Main 2022 April Session in Tamil Nadu even though you have passed class 12th in Uttar Pradesh. While filling the application form you have to select four preferences for examination centers. You need to select the state and then the city that are enlisted in the drop box. So you can select Tamil Nadu state in the drop box and then select the city in the order of preference. And in the field of 12th or equivalent passing or appearing state you need to select Uttar Pradesh only. There will be no issue if your examination center state and class 12th passing state is different. JEE Main Exam Centres for Paper 1 are available in 567 cities in India and test cities available for B.Arch paper are 345 and for B.Plan 327 cities. JEE Main outside India is conducted in 13 cities. See for JEE-Main 2022 application there is no any requirement of domicile certificate but during JOSAA counselling when you will have to get advantage of state quota then you will have to submit the valid domicile certificate. For now there is no requirement of it. Note that domicile certificate can be issued to only those candidates who have permanent residence in that particular state. So if you have permanent residence in UP then you can get the domicile of UP until and unless you fulfil the domicile of other state where you are currently studying.
Note that the state of eligibility would be considered as the state from where you have passed class 12th.
This time JEE-Main will be conducted in 2 sessions only, first in April (April 16th to 21st) and second session will be in May (from May 24th to 29th). See refund of security money is only applicable till round 1st not after round 2nd of NEET UG counselling so if you do not get your preferred college then you have 2 options either your leave that seat and take free exit only till round 1st or join that seat and apply for upgradation of that seat n further round so if it gets upgraded in next round then the earlier allotted seat would be automatically cancelled and the fee that you paid to that college(if paid) will be transferred to the newly allotted college so not to worry for that but yes if you resign the seat after joining it then you would not get any refund so take care of this thing.
