With reference to your above mentioned query, i would like to tell you that getting any government engineering colleges with only 70 marks in JEE mains is quite Difficult. With 70 marks in JEE mains, your predicted percentile score would be 85.96 - 89.08 . So, with this percentile score you cannot get any government colleges even with the state quota.
The JEE mains cutoff varies every year and it is different for different category students. The JEE mains cutoff depends on several factors like : Difficulty level of the paper, number of aspirants appearing the examination, previous year exam trends, etc.
However, you can try looking out for some Private engineering colleges as you can get seat there.

See private colleges do not take [art in AIQ NEET UG counselling but deemed universities take part and for BAMS there are total 8 deemed universities taking part in NEET UG AIQ counselling conducted by AACCC. You can definitely apply for choice filling of such deemed institutions in mop-up round or round 3rd.

If you are seeking choice filling process of AIQ counselling of NEET UG for BAMS course for Mop-up round then round 3rd or mop-up round will start from March 18th to 23rd. Also there is no any separate process for colleges of Karnataka participating in AIQ counselling because there is a joint list of all the colleges that participate in AIQ counselling which includes colleges from all states of India offering AYUSH courses.
So if you have not registered yet for any of the round of AIQ AYUSH counselling or if you took an exit earlier then you should register yourself as a fresh candidate.

------ For all the NEET Qualified NCC Cadets Candidates from Uttar Pradesh who hold 'B' Grading along with 'C' certificate are eligible for 1% reservation in Medical Colleges in Uttar Pradesh.
This is a horizontal reservation which means that 1% of all seats reserved for various categories are reserved for candidates with NCC 'C' Certificate.
• 27% seats are reserved for OBC-NCL candidates
Cut-offs for colleges change every year depending upon several factors such as-
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result

After the seat allotment result for 1st round of Counseling is done, you will have the option of free exit with refund of security deposit if you don't wish to take the allotted seat or don't wish to participate in subsequent rounds of All India quota counseling.
-------- But once you participate in 2nd round and subsequent rounds of All India Quota, AIQ Counseling you won't be able to exit the Counseling without forfeiture of your Security Deposit.

For attending mop up round of counselling in Karnataka state counselling candidate has to get at least 350 plus marks in NEET PG exam and have secured 50% marks in 12th class examination with physics chemistry biology and English. As you are a OBC category student then we have the chance for getting a medical seat in Government College in the mobile round of counselling of the state of Karnataka that entitles 85% of the total seats available in the state of Karnataka

As you have secured 350 marks in neet and considering SML rank is 19k so let me tell you that you have chances to get a seat in mbbs stream but I would advise you to mbbs stream .
Although various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
