Yes you can surely register for the mop up round in various states irrespective of your domicile. Actually mop up round are held for filling the vacant seats in the state after the two or three rounds of state counselling show all candidates are are allowed to participate

After getting a seat in a college also, you can take part in the mop-up round. There is as such no restriction on it. But if you don't get it through the mop-up round, then you can go with the seat allotted to you in the second round.
