The state counselling is only done after the NEET (National eligibility cum entrance examination) results are out and then the counselling round begins. You will have to clear it, later you have to register in the official AYUSH website giving you NEET score.

According to your Rank Category and I am giving you the options available for you in both All India Counselling and U.P State Counselling.
All India Counselling by MCC: According to your Rank, your chances are low for MBBS Seat in Government Medical College but you can secure a Deemed University (Private Medical College) Fee structure is High in Deemed Universities I.e 10 lakh rupees per year to 25 lakh rupees per year.
U.P State Counselling: Cut off is high this year, According to your All India Rank, your U.P State Rank must be around 3200, At this Rank you are at borderline and chances for Government Medical College is low but you can secure a BDS Seat in Government Medical College and also MBBS seat in State Private Medical College.
Regarding Counselling of other States: Yes you can participate in Counselling of some other states who are allowing non domicile students but you will be eligible for only Management Quota Seats in Private Medical Colleges. Fee structure: Rs.8 lakh to Rs.15 lakh per annum.

There appears to be no such bar against taking NEET PG exam again and getting admission even when you already have another PG degree.
As for the age- there is no age limit to appear for and get admission through NEET PG examination as long as you complete the other eligibility requirements (MBBS degree or equivalent, 1 year internship)

Visit tahsildar office of your locality. Enquire if they are making the categorical certificate. If it is not made there then ask them to guide you. In general, there are Lok Seva Kendra who work to make certificates for income, residential, categorical and all. It might be different for your locality so go to the tahsildar office and ask them.

The cutoff for M.Sc in mathematics in unreserved catagory is 53 for CUH, 58.25 for CUP and CUR is 40. There is 50% chance for you to get through the admission of CUCET as this year the cutoff might be on the higher side. However, do not lose hope as you might get through one of the college as your score is quiet satisfactory.

Revising for BITSAT would be a easy job to crack if you have a good touch of your JEE portions. However, the best way is to practice previous year papers , so that you get to learn how to manage time in an effecient manner. I would suggest you to purchase BITSAT sample papers by GKP publications and practice it with timer. It would do wonders.
