For IAS exam conducted by UPSC first of all you should be at least of 21 years of age.
Secondly you should hold a graduate degree from any recognised university under any stream or course.
Also you should be a citizen of India.

Yes, Of course you can take up UPSC exam after your BNYS course, given that you satisfy the the age limit criterai which says that you should be above 21 years old and younger than the age of 30. You should also qualify the criterias for individual services.
