Yes, if you didn't fill the form till the end date of the registration. And if the registration process closed, then you have to wait for next year to apply for the UPSC exam. But, nothing to worry, you can apply for exams like SSC CGL, SSC CHSL and other government exam. Prepare for the exam till the next year and then give your best.
