You have already completed your graduation, hence as per the eligibility criteria of UPSC you can appear for the exam ,now coming to your second query whether coaching is necessary or not is more of an individual choice, there have been examples if many successful candidates who have qualified

Through UPSC civil services examination one can get into services like IAS, IPS, Indian Foreign Service etc .

*You must have a bachelor's degree in any discipline   from a recognised university

Whether you should choose old NCERT or new NCERT for UPSC preparation depends upon the subject ,for example ,for subject like history you can follow old NCERT but the for subjects like polity ,geography, you should go for new NCERT as many things have changed over the years
