Yes you would be eligible for UPSC 2023 because you will be in your final year in 2023 so you can appear for UPSC along with it.

I have an income certificate valid from march 2021 to march 2022. I am applying UPSC CSE 2022 under EWS category. Can I get EWS 2021-2022, using the existing once certificate or do I have to apply for a new income certificate and then get EWS? Kindly help

The minimum age to take the UPSC exam is 21 years

in 2024 you will be nearly 20 years in age and hence you would not be eligible to appear for UPSC in 2024.
