I assume you are asking about UPSC civil service examinations. see the eligibility criteria to appear in upsc civil service exam is candidates must complete bachelors degree in any discipline from a recognized education board. so Candidates must hold a graduation degree in any discipline from a reputed university.
Sorry to say but you can't get admission in any open university in 2nd year. You have to take fresh admission from 1st year. You can do two different degrees in different colleges one regular and one distance study at a same time.
