Definitely yes. The eligibility criteria for UPSC exam states that the candidate must have completed graduation degree in any subject discipline from a recognised university. So, after b.tech, you will be considered a graduate and thus, can prepare and apply for UPSC exam.

You can appear for UPSC exam with having studied from any stream. There is no particular stream which is mandatory for UPSC exams. However, if you are in class 11th, then I'll recommend you to go for humanities/arts stream in class 11th and 12th as subjects taught there

As of now UPSC official notification isn't released but if we go through previous ones then those in the final year or yet to complete their graduation are eligible to apply on provisional basis, but the only condition is if they qualify the prelims then they have to show

As per the eligibility criteria prescribed by both UPSC and KPSC, candidates can apply on provisional basis prior to their completion of graduation, but only condition is that you have show the proof of the qualifying exam prior to Mains exam in both the cases, as of now official
